Hundreds of flights canceled as storm pounds eastern U.S

WASHINGTON (Reuters) - A powerful winter storm forced the cancellation of about 200 U.S. flights on Thursday, snarling holiday travel as heavy snow and high winds pummeled the northeastern United States.


The National Weather Service forecast 12 to 18 inches of snow for northern New England as the storm moved northeast out of the lower Great Lakes, where it dumped more than a foot of snow in parts of Michigan.


The storm front was accompanied by freezing rain and sleet. The Ohio River Valley and the Northeast were under blizzard and winter storm warnings.


Snow will fall in northern New York, Vermont and New Hampshire at up to 2 inches an hour, with winds gusting to 30 mph (48 km per hour), the weather agency said.


About 200 U.S. airline flights scheduled for Thursday were canceled a day ahead of time, according to FlightAware.com, a website that tracks flights.


American Airlines had the most canceled at about 30. A total of about 1,500 U.S. flights were canceled on Wednesday.


New York state activated its Emergency Operations Center late on Wednesday to deal with the first major storm of the season.


Governor Andrew Cuomo warned the heads of seven utilities they would be held accountable for their performances. Utilities near New York City were criticized for lingering outages after Superstorm Sandy devastated the region in October.


The storm comes as New York state has seen little snow during autumn and winter. Buffalo, New York, was 23 inches below normal for the season before the storm, said Bill Hibbert, a National Weather Service meteorologist.


"We're short and even this big snow isn't going to make it up for us," he said.


The storm dumped record snow in north Texas and Arkansas before it swept through the U.S. South on Christmas Day and then veered north. The system spawned tornadoes and left almost 200,000 people in Arkansas and Alabama without power on Wednesday.


At least five people were killed in road accidents related to the bad weather, police said.

CHICAGO (Reuters) - Holiday travel could be a challenge from Michigan to the central Appalachian mountains as a blast of winter weather including heavy snow and high winds hits the region through Saturday, meteorologists said on Friday.

"Right now the Great Lakes are getting hit, from Lake Michigan to the east," said Pat Slattery, spokesman for the National Weather Service. "The big story for most people is it's going to mess travel up completely."

Pittsburgh is expected to take the biggest blow of any major metropolitan area, with 10 to 18 inches possible by Saturday evening. Western New York, including Buffalo, is looking at up to 14 inches, Slattery said.

The weather could be worse next week, with a potentially "really nasty system" that could bring tornadoes along with hail and high winds across the south on Christmas night into next Wednesday, according to Accuweather.com senior meteorologist Henry Margusity. That could stretch from Louisiana through northern Florida.

A "real big snowstorm" is expected for next Wednesday and Thursday, starting in Arkansas and moving north to Maine, with up to a foot of snow in some places. In New Hampshire and Vermont, "There will be snow on the slopes for New Year's Eve weekend," Margusity said.

This week's winter blast is part of the same system that buried parts of Iowa, Nebraska and Wisconsin in more than a foot of snow on Thursday, shutting down roads and schools.

More than 230,000 homes and businesses remained without power in the eastern half of the United States Friday afternoon, following a series of snow and rain storms, power companies said. The hardest hit states include Michigan, New Jersey, New York and Wisconsin. This was down from 320,000 earlier in the day.

Friday brought sunny weather to Iowa, and the state's Department of Transportation has "every person and every piece of equipment we have out on the roads," according to state maintenance engineer Bob Younie.

"Salt and the sun is going to be our friend today," Younie said. "I'd like think we're going to get the roads back to pretty drivable conditions."

The storm Thursday contributed to a 25-car accident near Clarion, Iowa, that left three people dead.

The winter storm, named Draco by the Weather Channel, began Tuesday in the Rocky Mountains, marking a sharp change from the mild December experienced by most of the nation. High winds kicked up a dust storm in western Texas on Wednesday leading to one death in a traffic accident near Lubbock.

Chicago got just two-tenths of an inch of snow through midnight, but it was enough to end a record streak of 290 days without measurable snow, according to Accuweather.com.

Other snowfalls set records Thursday, including Madison, Wisconsin, with 13.3 inches, beating a previous record of 4.6 inches for the date set in 2000. Even heavier snow fell in Middleton, south of Madison, which got 19.5 inches, Slattery said.

Also setting a record was Des Moines, Iowa, with 12.4 inches, breaking a record of 4.5 inches set in 1925, according to Accuweather.com.

CHICAGO (Reuters) - The first major snow storm of winter did little to ease the worst drought in more than 50 years in the crop growing Central Plains and Midwest, while snarling traffic and hampering feeding and transportation of livestock.


MDA EarthSat Weather meteorologist Kyle Tapley said six to 12 inches or more snow fell from Nebraska into Wisconsin during the past two days, the equivalent of about 0.50 inch to 1.00 inch of rain, that will help ease but not eliminate drought worries.


Tapley said roughly 10 inches of moisture or rainfall would be needed in a large portion of the Plains and Midwest to break the drought of 2012 that trimmed crop production and sapped soil moisture reserves.


"The snow put a small dent in the drought and I don't see any moisture for next week," Tapley said.


Commodity Weather Group (CWG) said the snow favored Wisconsin, far eastern Iowa, far northwestern Illinois and west-central Michigan on Thursday with better than a foot of snow in Wisconsin.


"Another storm over the weekend into early next week will bring rain to the Delta and Southeast and a chance for snow near the Ohio River Valley," said CWG meteorologist Joel Widenor.


Widenor said prospects for more rain or snow in the southern Plains hard red winter wheat producing states were more limited on Friday.


But there could be some light rain or snow in the area on Tuesday but "this would provide only limited additional drought relief," Widenor said.


Winterkill threats for wheat and frost threats for Florida citrus are still limited, despite cooling the next two weeks, according to CWG's advisory on Friday.

CHICAGO (Reuters) - The first major winter storm of the year hit the U.S. Midwest on Thursday, bringing a blizzard to the Plains and tornadoes to Alabama and Arkansas, and leaving some 133,000 customers without electricity.


Bad driving conditions led to a 25-car pileup on a highway near Clarion, Iowa, that left three people dead, authorities said. Blizzard warnings were in effect in eastern Iowa and parts of Wisconsin and Illinois Thursday afternoon, according to the National Weather Service.


"It's going to be very windy with considerable blowing and drifting of snow," said Bruce Terry, a senior National Weather Service forecaster at the HydroMeteorological Prediction Center in College Park, Maryland. He called the pre-Christmas storm "a major winter snowstorm" for the Midwest and western Great Lakes.


Accumulations of up to a foot of snow were expected in some areas, Terry said, adding there was a potential for severe weather on the so-called "warm side" of the storm in the U.S. Southeast.


Blowing snow led to school closures in parts of Iowa, Nebraska, Kansas and Missouri, plus the closure of all state government offices in Iowa.


"Thunder" snow was reported in Iowa Wednesday night, especially in southeastern Iowa, as thunder and lightning accompanied the storm as it surged across the state.


Travel was not advised on Iowa roads for the rest of the day, according to Annette Dunn with the Iowa Department of Transportation.


"We're going to have visibility and drifting problems through midnight," she said.


Late Thursday morning, troopers responded to a 25-car crash which killed three people on southbound Interstate 35 in northern Iowa. Iowa DOT closed I-35 at Highway 30 due to deteriorating conditions.


The Iowa National Guard has deployed about 80 soldiers from across the state to help highway assistance teams cope with the storm.


In Nebraska, portions of I-80 were closed Thursday due to snow-packed and icy road conditions. The entire road was expected to reopen before 4 p.m. local time.


In Chicago, rain was expected to change to snow Thursday night, with wind gusts of as much as 50 miles per hour, the NWS said.


Due to low visibility, airlines at Chicago's O'Hare International Airport were reporting delays of up to 90 minutes and have canceled more than 200 flights. At Midway Airport in Chicago, airlines canceled 150 flights and Southwest Airlines canceled all flights after 4:30 p.m.


A twister near downtown Mobile, Alabama, damaged buildings, snapped trees, downed power lines and flipped vehicles early on Thursday, but there were no reports of injuries, authorities said.


"The potential is there certainly for some isolated tornadoes," Terry said, referring to a broad swath of Gulf of Mexico coast and inland territory stretching from southeast Louisiana through the western Florida Panhandle.


The National Weather Service confirmed on Thursday that a tornado destroyed a mobile home southwest of Sheridan, Arkansas. There were no reports of injuries.


High winds of around 45 miles per hour in Tennessee knocked down trees and power lines.


While the heavy snow in the Upper Midwest will create potentially dangerous travel conditions, meteorologist Jeff Masters said it put an end to this year's "record-length snowless streaks in a number of U.S. cities."


Writing on his website weatherunderground.com, Masters said the storm would also provide "welcome moisture for drought-parched areas of the Midwest."


The winter storm, named Draco by the Weather Channel, began Tuesday in the Rocky Mountains and marked a dramatic change from the mild December so far in most of the nation.


High winds kicked up a dust storm in West Texas on Wednesday, leading to at least one death in a traffic accident near Lubbock.


Power companies reported electrical outages in Iowa, Nebraska, Arkansas, Louisiana, Texas, Kansas, Missouri, Alabama, Mississippi, Oklahoma, West Virginia, Virginia and Tennessee, with a peak of 400,000 customers without power Thursday morning. That fell to 133,000 by Thursday afternoon.

Space weather and the coming storm

LONDON (Reuters) - The delicate threads that hold modern life together are dramatically cut by an unexpected threat from outer space, with disastrous effects.

It's the stuff of science fiction usually associated with tales of rogue asteroids on a collision course with earth.

But over the next two years, as the sun reaches a peak in its 10-year activity cycle, scientists say there is a heightened risk that a whopping solar storm could knock out the power grids, satellites and communications on which we all rely.

"Governments are taking it very seriously," says Mike Hapgood, a space weather specialist at the Rutherford Appleton Laboratory in the UK. "These things may be very rare but when they happen, the consequences can be catastrophic."

Hapgood said that solar storms are increasingly being put on the national risk registers used for disaster planning, alongside other rare but devastating events like tsunamis and volcanic eruptions.

The statistics support this, he said. There is a roughly 12 percent chance of a major solar storm every decade, making them a one-in-a-hundred-year event. The last major one was over 150 years ago.

SECRETIVE SATELLITE INDUSTRY

The threat comes from the magnetically-charged plasma which the sun belches out in so-called coronal mass ejections. Like vast bubbles bursting off the sun's surface, they send millions of tonnes of gas racing through space that can engulf the earth with as little as one to three days warning.

The geomagnetic storms they stoke can induce strong currents in national power grids that literally melt the expensive transformers that form the cornerstones of the system.

The failure of a large part of India's fragile power grid this week was not related to geomagnetic storms but it does give a taste of the chaos that can ensue. Trapped miners, stranded trains and hospitals plunged into darkness, and this is a country where up to 40 percent of the population is not connected to the national grid.

Scientists say satellites can also be damaged or destroyed, as charged particles rip through them at hundreds of miles per second. It's an issue the satellite industry is not keen to talk openly about.

"A few will still publicly deny that there is a problem," said Hapgood, blaming the fear that being first to admit the problem could put a company at a commercial disadvantage.

"We have a way to go before we reach the point where the market accepts that this is a universal problem and gives the advantage to the guys who make a virtue of their ability to deal with space weather."

Radio communications with jetliners can also be knocked out as the solar storm messes with the ionosphere, the region of the earth's upper atmosphere through which long-range radio waves travel.

When there is a threat, airlines re-route planes to lower latitudes where they are less exposed. It's not quite routine but it isn't that rare either, and it adds to the fuel bill.

CHEER UP, IT MIGHT NEVER HAPPEN

It's a threat that is 'low frequency, high severity' in insurance industry jargon, which governments have only recently started taking seriously.

"Politically, it started to get some purchase about three years ago," says Andrew Richards, a severe risk analyst at National Grid, which runs the UK electricity network. "We know they are real effects but we are nowhere near there, in terms of our understanding."

Teams of scientists in North America and Europe spend their days and nights monitoring the sun and issuing warnings to governments, power companies, satellite operators and airlines.

But exactly how much to worry is unclear because proper scientific understanding about space weather is based on incidents and work done only in the last 20 to 30 years, the blink of an eye in solar terms.

In 2003, a magnetic storm triggered malfunctions in 47 satellites and led to the complete loss of one worth $640 million, according to the British Antarctic Survey, which this year launched an EU-funded space weather forecasting service for the satellite industry.

Before that, a 1989 storm was blamed for taking out the entire power network in Quebec, Canada, within 90 seconds that left millions of people without electricity for nine hours.

But the only really big storms that provide any meaningful reference point for how bad it could be, happened long before the development of nationwide power grids, the internet and mass air travel.

In 1921, a magnetic storm was blamed for putting the New York Central Railroad out of action and disrupting telegraph and telephone networks across Europe.

But the big one is known as the Carrington event in 1859, when British astronomer Richard Carrington observed and recorded a very large solar eruption that reportedly took just 17 hours to show up in the earth's atmosphere. The aurora borealis - or North Lights - were seen as far south as the Caribbean.

Local news reports carried accounts of people in the northeast United States being able to read a newspaper in the middle of the night by the light of the aurora, and miners in the Rocky Mountains waking up and preparing breakfast because they thought it was morning.

The accounts are entertaining, but with about a thousand active satellites now in orbit around the earth, including the International Space Station, the damage from solar storms could present private operators like SES Global and governments with a bill in the billions of dollars.

NO RETURN TO THE STONEAGE

It is hard to quantify how serious and pervasive a sudden and complete loss of electrical power could be for a modern economy, but this is precisely what a 2008 report from the U.S. National Academy of Sciences tried to do. The result was alarming.

The effects of an extended outage lasting more than a few hours would include, it said, "disruption of the transportation, communication, banking, and finance systems, and government services; the breakdown of the distribution of potable water owing to pump failure, and the loss of perishable foods and medications because of lack of refrigeration."

A separate NASA-backed report in 2007 estimated a Carrington-scale solar storm would cost the satellite operators a minimum of $30 billion.

That's without the loss of revenues to the telecoms and broadcasting companies that rely on them and the hole it could leave in military security networks.

Andrew Richards said National Grid started commissioning research on the threat around 1996 and the company now monitors solar activity on a daily basis.

"We want to be prepared if something did happen," he said. "There is a human tendency that if it hasn't happened for a long time, to forget all about it."

That rarity makes the risk hard to quantify. "It's very hard to say how bad it could possibly be," he says. "The sun could explode and we would all die, but modeling based on the most extreme events that we know of says we do not believe a catastrophic return to the stone age is on the cards."

WATCHING AND WAITING

Based on that modeling, Richards says the worst-case scenario is that the voltage fluctuations get bad enough to cause a local or national blackout.

To guard against this, National Grid has opted for a more resilient transformer design since 1997 and has increased the number of spares it keeps.

This is no small task. The transformers have a 30-year lifespan, cost 2 to 3 million pounds each and there are 1,500 of them in Britain alone. They are made by just a few global engineering groups, companies like Siemens and General Electric.

They run hot under normal circumstances but when a geomagnetic storm triggers an extreme voltage fluctuation the oil that insulates them can start to boil.

Richards said the record for replacing one of them is four weeks. "Imagine demolishing a family house, re-laying the foundations and then closing roads and bringing in a ready-made one on the back of a lorry. You can't do it overnight."

If the scientists raised the alarm, Richards and his sun-watchers would have a few days to get as many of the network's transformers into action as possible in order to spread the electrical load as thinly as possible when the storm hits.

Other than that, he said, "it would give us five or six days to sit and think, and worry about what might happen."

Aside from earth-based observation of the sun, one of the few detectors monitoring the 'solar wind' is NASA's Advanced Composition Explorer, which sits like a lonely sentinel about 1.5 million miles away in an orbit that keeps it directly between the earth and the sun.

Its detectors continually monitor the direction and speed of the solar wind, feeding data back to the Space Weather Prediction Centre in Boulder, Colorado, to give 15 to 45 minutes warning of any solar onslaught.

The insurance industry, which would take a hit, if satellites started dropping out of the sky, admits that the risk is a hard one to price.

Ludovic Amoux is a specialist underwriter at the world's leading space insurer, Paris-based SpaceCo, which is owned by Allianz.

"We have tried to analyze the probability... Our only concern is that although the probability is low, the impact would be huge," he said.
