Pentagon weapons-maker finds method for cheap, clean water

WASHINGTON (Reuters) - A defense contractor better known for building jet fighters and lethal missiles says it has found a way to slash the amount of energy needed to remove salt from seawater, potentially making it vastly cheaper to produce clean water at a time when scarcity has become a global security issue.


The process, officials and engineers at Lockheed Martin Corp say, would enable filter manufacturers to produce thin carbon membranes with regular holes about a nanometer in size that are large enough to allow water to pass through but small enough to block the molecules of salt in seawater. A nanometer is a billionth of a meter.


Because the sheets of pure carbon known as graphene are so thin - just one atom in thickness - it takes much less energy to push the seawater through the filter with the force required to separate the salt from the water, they said.


The development could spare underdeveloped countries from having to build exotic, expensive pumping stations needed in plants that use a desalination process called reverse osmosis.


"It's 500 times thinner than the best filter on the market today and a thousand times stronger," said John Stetson, the engineer who has been working on the idea. "The energy that's required and the pressure that's required to filter salt is approximately 100 times less."


Access to clean drinking water is increasingly seen as a major global security issue. Competition for water is likely to lead to instability and potential state failure in countries important to the United States, according to a U.S. intelligence community report last year.


"Between now and 2040, fresh water availability will not keep up with demand absent more effective management of water resources," the report said. "Water problems will hinder the ability of key countries to produce food and generate electricity."


About 780 million people around the world do not have access to clean drinking water, the United Nations reported last year.


"One of the areas that we're very concerned about in terms of global security is the access to clean and affordable drinking water," said Tom Notaro, Lockheed business manager for advanced materials. "As more and more countries become more developed ... access to that water for their daily lives is becoming more and more critical."


PRODUCTION CHALLENGE


Lockheed still faces a number of challenges in moving to production of filters made of graphene, a substance similar to the lead in pencils. Working with the thin material without tearing it is difficult, as is ramping up production to the size and scale needed. Engineers are still refining the process for making the holes.


It is not known whether Lockheed faces commercial competition in this area. But it is not the only one working on the technology.


Jeffrey Grossman, an associate professor at the Massachusetts Institute of Technology who has done research on graphene membranes for filtration, said he was not familiar with details of Lockheed's work. But he said finding a way to produce graphene sheets with nanometer-sized holes could produce a major advancement in desalination efficiency.


"If you can design a membrane that's completely different than what we use today, then there's a chance for more than two orders of magnitude (100 times) increase in the permeability of the membrane," Grossman said.


Stetson, who began working on the issue in 2007, said if the new filter material, known as Perforene, was compared to the thickness of a piece of paper, the nearest comparable filter for extracting salt from seawater would be the thickness of three reams of paper - more than half a foot thick.


"It looks like chicken wire under a microscope, if you could get an electron microscope picture of it," he said. "It's all little carbon atoms tied together in a diaphanous, smooth film that's beautiful and continuous. But it's one atom thick and it's a thousand time stronger than steel."


Thickness is one of the main factors that determines how much energy has to be used to force saltwater through a filter in the reverse osmosis process used for desalination today.


"The amount of work it takes to squeeze that water through the torturous path of today's best membranes is gone for Perforene," Stetson said. "It just literally pops right through because the membrane is thinner than the atoms it's filtering."


Notaro said Lockheed expects to have a prototype by the end of the year for a filter that could be used as a drop-in replacement for filters now used in reverse osmosis plants.


The company is looking for partners in the filter manufacturing arena to help it commercialize Perforene as a filter in the 2014-2015 time frame, he said.


Lockheed officials see other applications for Perforene as well, from dialysis in healthcare to cleaning chemicals from the water used in hydraulic fracturing, or "fracking," of oil and gas wells.

As drought persists, many scramble to save every drop of water

n">(Reuters) - The drought that crippled many communities across the nation last year shows little sign of retreating, and the threat of persistent water scarcity is spurring efforts to preserve every drop.

As the drought of 2012 creeps into 2013, experts say the slow-spreading catastrophe presents near-term problems for a key U.S. agricultural region and potential long-term challenges for millions of Americans.

"Everyone is wondering whether this dry weather is the new norm ... or an anomaly that will soon pass," said Barney Austin, director of hydraulic services for INTERA Inc, an Austin, Texas-based geoscience and engineering consulting firm. "We all hope for the latter, but it's hard to tell."

The signs of distress and the search for answers are most prevalent in the Plains, where historic drought blankets much of Nebraska, Kansas, Oklahoma and parts of Texas.

This month the small Oklahoma farming town of Wapanucka lost water completely when the spring-fed wells the community relies on ran dry. Officials closed schools and residents had to do without tap water until the town could run a line to a neighboring water district.

In Texas, state lawmakers are pushing for a $2 billion fund to finance water infrastructure projects as numerous communities face their own shortages. But it won't be soon enough to help rice farmers, who were told this month that there is not likely to be enough water to irrigate their fields this spring.

Meanwhile, in the big wheat-growing state of Kansas, penalties for exceeding water use limits for irrigation were doubled this month and Governor Sam Brownback has launched a task force to come up with strategies to counter statewide shortages.

"It's going to be dry again this year," said Lane Letourneau, water appropriations manager for the Kansas Agriculture Department. "We consider this a really big deal."

SEARCHING FOR SOLUTIONS

Water use is already tightly curtailed in many states. Years of low rainfall and high heat - last year was the hottest on record for the United States, according to the National Oceanic and Atmospheric Administration - have diminished surface waters even as population and water demand expand.

As well, agricultural and oil and gas interests are pumping the precious commodity from underground aquifers at a pace that often cannot be matched by natural replenishment.

"Water has been viewed as a basic commodity, a basic right," said Les Lampe, a water expert with consultancy Black & Veatch. "You turn on the tap and water comes out and you don't pay very much for it. That has to change."

Farmers are feeling the pain of water shortages most acutely. After multibillion-dollar crop and livestock losses tied to last year's drought, they fear more losses are coming.

Texas rice growers who depend on the lower Colorado River valley for survival are eyeing the fluctuating levels of two key lakes used for irrigation when river levels are too low.

State officials said this month that without enough rain by spring, rice farmers could be completely cut off from irrigation, jeopardizing about 2 percent of the U.S. crop and about $1 billion for the Texas economy.

"We've got a shortage of water," said Ronald Gertson, a rice grower and chairman of the Colorado Water Issues Committee. "People are going to be both hungry and thirsty before they wake up to this problem."

Forecasts show drier-than-normal weather likely prevailing in the Plains and western Midwest for the next few months at least. But even normal rainfall levels would not be enough to fully recharge resources.

Three to five times more rain than normal is needed in key corn-growing areas that include Nebraska and Kansas, for instance, to ease soil dryness after last summer's drought, according to Don Keeney, an agricultural meteorologist with Cropcast weather service.

Roughly 60.26 percent of the contiguous United States was in at least moderate drought as of January 8, according to a "Drought Monitor" report issued by a group of federal and state climatology experts. Severe drought still blanketed 86.20 percent of the High Plains.

"This drought certainly has gotten people's attention," said Joe Straus, speaker of the Texas House of Representatives. "Regardless of whether it starts raining now or not, long-term water planning is essential. We need to be responsible."

For some, it's already an emergency. Persistent dry conditions in north-central Oklahoma led officials in Payne County to declare a state of emergency this month as the reservoir providing water to nearly 16,000 residents in seven counties fell to record low levels.

The approximately 500 residents of Wapanucka are talking of higher rates to fund a permanent pipeline to a new water source. But running out of water has shown how harsh doing without water can be, said Julie Wallis, Wapanucka's city water clerk.

"We are not going to be the only ones who this happens to," said Wallis. "It's coming."

Low water may halt Mississippi River transport next week

CHICAGO (Reuters) - Commerce on a key stretch of the Mississippi River could "come to an effective halt" earlier than expected next week due to low water levels, disrupting shipments of billions of dollars of grain and other goods, a group of shippers said on Wednesday.


The Waterways Council, which represents shippers and receivers of commodities, said in a message to its members that it received an advisory from the U.S. Army Corps of Engineers on Monday that indicated water levels around Thebes, Ill., could be too low for most vessels to operate by January 3 or 4.


A spokesman for the Army Corps did not immediately return a call for comment about the forecast.


Shippers for months have been watching the stretch of the Mississippi River between St. Louis and Cairo, Ill., which includes Thebes, due to concerns about a potential closure.


A shipping superhighway that carries billions of dollars in grain, coal, steel and other commodities every year from the central United States to the Gulf of Mexico, the Mississippi is near record-low levels due to the worst U.S. drought since 1956.


"Water levels are falling quicker than we anticipated," Ann McCulloch, spokeswoman for the American Waterways Operators, a sister organization to the Waterways Council, said in an interview. "We were hoping not to reach this point until mid January."


The Waterways Council did not specify how long the river could be effectively closed.


Shippers have said previously that rain is needed to replenish water levels to keep the river open.


Recent snowfall in the central United States should help increase water levels on the lower Mississippi River, said Army Corps spokesman Mike Petersen earlier on Wednesday. However, "we would need a lot more" precipitation to see a significant improvement on key stretches of the middle Mississippi near Thebes, he said.


The Mississippi River is the main shipping waterway for grain moving from Midwest farms to export facilities at the Gulf of Mexico. Some 55 to 65 percent of U.S. corn, soybean and wheat shipments exit the country via the Gulf.


Exporters stepped up shipments of grain and soybeans to the Gulf Coast before water levels fell to critically low levels, forcing barges to take on lighter loads. They also resorted to loading more of their goods on rail cars.


The disruption of river traffic due to low water has pushed up export prices for grain, especially soybeans that are in strong demand from buyers like China.


ORDERS CANCELED, ORDERS CURTAILED


The latest forecast calls for the Mississippi River gauge at Thebes, to be at 3 feet on or around January 3-4, with vessel drafts limited to 8 feet, according the Waterways Council. The majority of vessels require a 9-foot draft to operate.


The draft is the distance from the surface of the water to a boat's lowest point.


"Our members have been preparing (for an effective closure) by investigating other options to move their products, either by rail or truck," said Debra Colbert, senior vice president for the council. "We've seen orders canceled; we've seen orders curtailed. We've seen companies looking at potential layoffs."


The Army Corps last week began clearing rocks from a shallow stretch of the drought-hit river near Thebes to maintain the flow of goods to Gulf Coast ports.


The low water level on the Mississippi River after this year's devastating dry spell was exacerbated by the Corps' decision to reduce by even more than usual the amount of water that flows into the waterway from the Missouri River. The Corps reduces the Missouri River flow every autumn.


The move raised protests from Midwestern governors and senators who urged President Barack Obama to rescind the decision for fear that badly needed income would be lost through the disruption of commerce that flows through the river.


The river groups met last week with White House staff "and continue to implore them and members of Congress and the Corps to release additional water to sustain navigation on the Mississippi River," the Council said.

NEW DELHI (Reuters) - Indian police used batons, tear gas and water cannon to turn back thousands of people marching on the presidential palace on Saturday in intensifying protests against the gang-rape of a woman on the streets and on social media.


The 23-year-old victim is battling for her life in hospital after she was beaten, raped for almost an hour and thrown out of a moving bus on a busy New Delhi street last Sunday. Five people have been arrested.


The protesters, largely college students, are demanding the death penalty for the accused and safety assurances for women.


New Delhi, home to about 16 million people, has the highest number of sex crimes among India's major cities. Police figures show a rape is reported on average every 18 hours and some other form of sexual attack every 14 hours.


Appealing for calm, India's junior minister for home affairs, R.P.N. Singh, said the government had listened to the protesters.


"We have assured on the floor of the house and on every platform possible that strictest action will be taken against the accused. The police have been asked to show restraint but I want to tell boys and girls that breaking barriers will not help," Singh said.


But the protests are growing amid widespread media coverage.


"If Rahul Gandhi claims to be a youth icon then he should have been here, talking to protesters and taking up the issue of women's safety," one protester said.


Gandhi, the 42-year-old scion of the Nehru-Gandhi dynasty that has ruled India for most of its 65 years of independence, is widely seen as a future prime minister.


Marches, demonstrations and candlelight vigils have spread during the week to cities in states from the north of the country to the south.


In the northeastern state of Assam, hundreds of women and girls marched through the city of Guwahati on Friday, carrying placards and shouting "Hang Rapists" and "Stop Violence Against Women".

WASHINGTON (Reuters) - The Obama administration issued the framework on Friday of a long-term study on whether fracking for natural gas pollutes drinking water, but will not make conclusions until 2014 about the controversial technique that is helping to fuel a domestic drilling boom.


Critics of the Environmental Protection Agency study, called for by Congress in 2010, complain it does not closely examine the impact of drillers' injecting waste water deep underground, a practice that has been linked to small earthquakes.

It also explained the scientific methods the EPA is using to understand how drinking water supplies are affected by the lifecycle of water used fracking. That cycle ranges from withdrawing the water from ground and surface supplies to treating it in wastewater plants.


Although conclusions are more than a year away, power utilities, chemical companies and other big consumers of natural gas fear the study could lead to more regulations and raise costs as a result. Power generators, including American Electric Power and Southern Co, have been enjoying rock bottom prices for natural gas in recent years.


Fracking involves forcing large volumes of water laced with chemicals and sand deep underground to crack rock and free oil and natural gas. Critics of fracking, including many environmentalists, worry drilling operations near schools and homes can pollute water and air.


The drilling industry and some Republicans in Congress have said the EPA study is overkill because fracking is safe.


The EPA's long-term study will examine the large volumes of water sucked up by fracking operations, surface spills of fracking fluids on well pads, and the drilling itself.


The study will also look at spills of so-called "flowback" water that rushes up from wells when they start producing gas, and how well wastewater treatment plants operate.


But the study does not closely look at the effects of injecting waste water deep underground, a practice environmentalists worry could become a dormant threat to water supplies.


Drillers say they are recycling more and more water used and produced in fracking. But some of the waste is still injected underground.


Ben Grumbles, a former assistant administrator for water at the EPA, said injection of the waste is "legitimate and important concern."


Ohio recently linked the disposal method to a series of small earthquakes and placed a moratorium on the injections but lifted it in November.


Grumbles, who is now president of the U.S. Water Alliance, said the omission of examining the practice was "not a fatal flaw" of the study because he believes a different arm of the EPA is doing research on waste water injection.


"They really do need to look at the issue," he said. "I would hope the offices were coordinating and efforts to review potential risks of large volumes of waste water being injected ... will be looked at, " he said.

KKR joins private equity charge in U.S. water

n">(Reuters) - Private equity firm KKR & Co LP on Thursday kicked off a joint venture with Suez Environment to run the water and wastewater systems of a New Jersey city it hopes will become a model for cash-strapped local authorities in the United States.


KKR and Suez subsidiary United Water will pay $150 million to the city of Bayonne for the rights to a 40-year concession, allowing them to collect water and wastewater revenues but also requiring them to come up with another $157 million over the life of the contract to manage and upgrade the systems.


The cost of repairing and expanding U.S. drinking water infrastructure will top $1 trillion in the next 25 years, an expense that is likely to be met primarily through higher water bills and local fees, according to the American Water Works Association, a non-profit think tank.


The Environmental Protection Agency estimated in 2007 that the U.S. must invest $390 billion over the next 20 years to update or replace aging wastewater infrastructure.


But the U.S. water industry, run for the most part by the public sector, remains highly fragmented, comprising about 52,000 water systems - over half of which serve a population of 500 or less - and 16,000 wastewater facilities.


Concessions such as the one awarded by Bayonne are rare due to political opposition or reluctance from local authorities to give up control of what they see as essential infrastructure, especially when they can tap the municipal bond market for their financing needs.


"We are slowly starting to see more cities looking at these partnerships given all the fiscal pressures they're facing. But for every three cities that evaluate these options seriously, at least two ultimately can't get to the finish line," said Brandon Freiman, a principal at KKR's energy and infrastructure team.


"The one that gets to the finish line generally appreciates that these are win-win deals that are good for all constituents. So while we think that there should be more of these deals, progress has been very slow," Freiman added.


Last week, another private equity firm, Table Rock Capital, said it had finalized a 30-year concession worth more than $300 million, in partnership with Veolia Water, to run the water and wastewater systems of the city of Rialto in California.


Bayonne will pay off over $130 million of its debt with the money it gets from KKR and United Water, cutting its municipal debt burden in half. It will see the two firms take over more than 96 miles of water mains and more than 83 miles of sewers serving the city's 63,000 residents.


Consumers and businesses in Bayonne will see an initial 8.5 percent bump in their water and sewer charges, translating to an additional $5 per month for residential users. Rates will then freeze till January 2015 and then rise annually based on an inflation-linked formula.


"The partnership will invest in our aging infrastructure, and provide resources that the Bayonne Municipal Utilities Authority could not otherwise deliver. Simply put, this transaction will result in a more efficient and reliable water and sewer system for today and future generations," the authority's executive director Steve Gallo said.


Infrastructure investments of such kind usually deliver internal rates of return of a little over 10 percent, lower than those typically seen in the buyouts of companies but much safer in their risk profile.


KKR will fund 90 percent of the joint venture with United Water. Two thirds of the investment will be financed with debt on an average interest rate of about 5 percent.


KKR, which has $66.3 billion in assets under management, is making the investment through a dedicated infrastructure fund pool of $2.4 billion, that includes dedicated accounts with some of its investors.


Nassau County, located on Long Island just east of New York City, and among the wealthiest counties in the U.S., is negotiating a similar water and wastewater concession with United Water to help address its budget deficits.

Thirsty South Asia’s river rifts threaten “water wars”

As the silver waters of the Kishanganga rush through this north Kashmir valley, Indian labourers are hard at work on a hydropower project that will dam the river just before it flows across one of the world’s most militarised borders into Pakistan.

The loud hum of excavators echoes through the pine-covered valley, clearing masses of soil and boulders.

The 330-MW dam shows India’s growing focus on hydropower but also highlights how water is a growing source of tension with downstream Pakistan, which depends on the snow-fed Himalayan rivers for everything from drinking water to agriculture.

Islamabad has complained to an international court that the dam in the Gurez valley, one of dozens planned by India, will affect river flows and is illegal. The court has halted any permanent work on the river for the moment, although India can still continue tunneling and other associated projects.

In the years since their partition from British India in 1947, land disputes have led the two nuclear-armed neighbours to two of their three wars. The next flashpoint could well be water.

“There is definitely potential for conflict based on water, particularly if we are looking to the year 2050, when there could be considerable water scarcity in India and Pakistan,” says Michael Kugelman, South Asia Associate at the Woodrow Wilson International Center for Scholars in Washington.

“Populations will continue to grow. There will be more pressure on supply. Factor in climate change and faster glacial melt … That means much more will be at stake. So you could have a perfect storm which conceivably could be some sort of trigger.”

It’s not just South Asia — water disputes are a global phenomenon, sparked by growing populations, rapid urbanisation, increased irrigation and a rising demand for alternative power such as hydroelectricity.

Turkey, Syria, Iran and Iraq quarrel over the waters of the Tigris and Euphrates. The Jordan river divides Israel, Jordan, Lebanon and the West Bank, while 10 African countries begrudgingly share the Nile.

In Southeast Asia, China and Laos are building dams over the mighty Mekong, raising tensions with downstream nations.

A U.S. intelligence report in February warned fresh water supplies are unlikely to keep up with global demand by 2040, increasing political instability, hobbling economic growth and endangering world food markets.

A “water war” is unlikely in the next decade, it said, but beyond that rising demand and scarcities due to climate change and poor management will increase the risk of conflict.

MAJOR THREAT

That threat is possibly nowhere more apparent than in South Asia, home to a fifth of humanity and rife with historical tensions, mistrust and regional rivalries.

The region’s three major river systems – the Indus, the Ganges and the Brahmaputra – sustain India and Pakistan’s breadbasket states and many of their major cities including New Delhi and Islamabad, as well as Bangladesh.

“South Asia is symbolic of what we are seeing in terms of water stress and tensions across the world,” says B.G. Verghese, author and analyst at New Delhi’s Centre for Policy Research.

The region is one of the world’s most water-stressed, yet the population is adding an extra 25 million people a year – South Asia’s per capita water availability has dropped by 70 percent since 1950, says the Asian Development Bank.

The effect of climate change on glaciers and rainfall patterns may be crucial.

“Most of the water that is used in Pakistan comes from glacial melt or the monsoon,” says Rafay Alam, an environmental lawyer and coordinator of the water programme at Lahore University of Management Sciences.

The dry months of June-July offer a snapshot of the extreme water crisis in the region.

Hospitals in New Delhi this year cancelled surgeries because they had no water to sterilse instruments, clean operating theatres or even wash hands. Swanky malls selling luxury brands were forced to switch off air conditioners and shut toilets.

In Pakistan, the port town of Gwadar ran out of water entirely, forcing the government to send two naval water tankers. Some government flats in the garrison city of Rawalpindi have not had water for weeks, said the local press.

India, as both an upper and lower riparian nation, finds itself at the centre of water disputes with its eastern and western downstream neighbours — Bangladesh and Pakistan — which accuse New Delhi of monopolising water flows.

To the north and northeast, India fears the same of upstream China, with which it fought a brief border war in 1962. Beijing plans a series of dams over the Tsangpo river, called the Brahmaputra as it flows into eastern India.

DAM DISPUTES

For India, damming its Himalayan rivers is key to generating electricity, as well as managing irrigation and flood control. Hydropower is a critical part of India’s energy security strategy and New Delhi plans to use it to reach about 40 percent of people who are currently off the grid.

A severe power shortage is hitting factory output and rolling outages are routine, further stifling an economy which is growing at its slowest in years.

India’s plans have also riled Bangladesh, which it helped gain freedom from Pakistan in 1971. Relations cooled partly over the construction of the Farakka Barrage (dam) on the Ganges River which Dhaka complained to the United Nations about in 1976. The issue remains a sore point even now.

More recently, Bangladesh has opposed India’s plans to dam the Teesta and Barak rivers in its remote northeast.

But India’s hydropower plans are most worrying for Pakistan.

Water has long been a source of stress between the two countries. The line that divided them in 1947 also cleaved the province of Punjab, literally the land of five rivers – the Sutlej, Beas, Ravi, Chenab and Jhelum, all tributaries of the Indus – breaking up millenniums-old irrigation systems.

India’s latest hydro plans have fanned new tensions.

“Pakistan is extremely worried that India is planning to build a whole sequence of projects on both the Chenab and Jhelum rivers … and the extent to which India then becomes capable of controlling water flows,” says Feisal Naqvi, a lawyer who works on water issues.

In recent years, political rhetoric over water has been on the rise in Islamabad, and militant groups such as the Lashkar-e-Taiba have sought to use the issue to whip up anti-India sentiments – accusing New Delhi of “stealing water”.

India brushes off such fears as paranoia and argues the dams  won’t consume or store water but just delay flows, in line with a 1960 treaty that governs the sharing of Indus waters between the two countries.

SINK OR SWIM

South Asia’s water woes may have little to do with cross-border disputes, however. Shortages appear to be rooted in  wasteful and inefficient water management practices, with India and Pakistan the worst culprits, experts say.

“All these countries are badly managing their water resources, yet they are experts in blaming other countries outside,” says Sundeep Waslekar, president of Strategic Foresight Group, a Mumbai-based think-tank.

“It would be more constructive if they looked at what they are doing at home, than across their borders.”

Their water infrastructure systems, such as canals and pipes used to irrigate farm lands, are falling apart from neglect. Millions of gallons of water are lost to leakages every day.

The strain on groundwater is the most disturbing. In India, more than 60 percent of irrigated agriculture and 85 percent of drinking water depend on it, says the World Bank. Yet in 20 years, most of its aquifers will be in a critical condition.

Countries must improve water management, say experts, and share information such as river flows as well as joint ventures on dam projects such as those India is doing with Bhutan.

“Populations are growing, demand is increasing, climate change is taking its toll and we are getting into deeper and deeper waters,” says Verghese, author of ‘Waters of Hope: Himalayan-Ganga cooperation for a billion people’.

“You can’t wait and watch. You have to get savvy and do something about it. Why get locked into rhetoric? We need to cooperate. Unless you learn to swim, you are dead.”
